COG Amendment Recommendations 2018

To be voted on at the Multiple District Convention on April 28, 2018.

The following propositions are being recommended to be voted on as amendments to the Constitution and By-Laws of the Missouri Lions MD-26. These will be submitted to the voting delegates at the Multiple District Convention on April 28, 2018. 

HOUSEKEEPING

Regarding housekeeping changes – per Article VII, Section 3 of MD26 Constitution and Article VI, Section 3 of the MD26 By-Laws, when amendments to the International Constitution and bylaws are passed, any amendments that would have an effect on the multiple district Constitution shall automatically be updated in this multiple district Constitution at the close of the multiple district convention.  (Download Housekeeping document.)

  1. At the last International Convention in Chicago, the validity of the endorsement period for International Officers was approved and changed from 2 years to 3 years. This would change Article X: Election Procedure, Sections 1 and 2 in our Constitution. The recommendation is to allow this update to proceed as a housekeeping change only and would not require a vote at the Multiple District Convention.
  2. Lions Clubs International now recognizes four Global Teams: Global Membership Team (GMT), Global Leadership Team (GLT), Global Service Team (GST) and Global Action Team (GAT) and has included descriptions and terms of office to the MD Standard Form Constitution. We currently only list GLT and GMT. The recommendation is to update our Constitution, Article VI:  Committees, Section 14 by updating GLT and GMT and adding GST and GAT, to bring us in line with LCI wording, as housekeeping changes only and would not require a vote at the Multiple District Convention.
RESOLUTION ONE

In the past, we have had issues with the required amount of notice given before meetings of the Council or Committees. Researching all the LCI documents, we have found that the Standard Forms Constitution and By-Laws, have 10 days as the amount of advance notice. The recommendation (Resolution 1) is to update our Constitution Article V: State Officers and State Council, Section 2 (e) to change the minimum notice from 15 days to 10 days.  This would be presented to the delegates to be voted on at the Multiple District Convention.  This would require two-thirds (2/3) affirmative vote.

RESOLUTION TWO

A request was made to update the organization to which the Athletic Committee donates the funds generated by their programs. The recommendation (Resolution 2) is to update our Constitution, Article VI:  Committees, Section 6 (k) State Athletic Committee to allow the Committee to designate the funds to be donated to any approved projects or programs of the Lions of Multiple District 26. This would be presented to the delegates to be voted on at the Multiple District Convention. This would require two-thirds (2/3) affirmative vote.

RESOLUTION THREE

A request was made to update the scope of work of the Sight Committee. The recommendation Resolution 3) is to update our Constitution, Article VI:  Committees, Section 6 (b) Sight Conservation and Work with the Blind and update and clarify the direction of their efforts and focus. This would be presented to the delegates to be voted on at the Multiple District Convention. This would require two-thirds (2/3) affirmative vote.

RESOLUTION FOUR

A resolution (Resolution 4) to approve the location of the 2019 State Convention to be held in St. Joseph, MO. This would be presented to the delegates to be voted on at the Multiple District Convention. This would require two-thirds (2/3) affirmative vote.
